Clearly, a $10,000 fine won't dissuade the pathetic quack from assaulting these kids and robbing their parents. Perhaps a little jail time lies in his future. . Penalties, particuarly for “white-collar” (code for “not working-class”) offences are often quite mild at the beginnng, but get more severe rapidly once the miscreant has made it clear that he’ll remain an embarrasment to “civil” (ditto) society.

From a quick skimming of the order, it seems that the extent of the transgressions he was accused of in this case was rather minor.
