Penalties, particuarly for "white-collar" (code for "not working-class") offences are often quite mild at the beginnng, but get more severe rapidly once the miscreant has made it clear that he'll remain an embarrasment to "civil" (ditto) society.

Clearly, a $10,000 fine won't dissuade the pathetic quack from assaulting these kids and robbing their parents.

Perhaps a little jail time lies in his future.

Nothing like a slight warning fine to a person experimentally castrating young males. The words unbelievable come to mind. If he had a DUI and struck a kid then he would get more of a penalty.

If I read the order right (which I very well may not have) the board also considered the potential harm when setting the size of the fine. From a quick skimming of the order, it seems that the extent of the transgressions he was accused of in this case was rather minor.

It's actually fairly promising, how the board totally rejected the findings of the Administrative Law Judge, and seem to take the ALJ to task a bit.

If you are caught driving a car the same way this guy was practicing medicine (general recklessness, endangering minors, and continuing to do so after a license suspension), the penalties are not limited to the financial benefit gained from driving on the day you were caught.
